Justification:
To be honest, Emmet needs something to stop him from trying to destroy this Unova. If he didn't have somebody, I'd stop having fun playing him. And that's why come I'm doing this. Note that he'll only not destroy this Unova with his brother around - he'll still want to play the villian, because of his not-caringness. This will irratate Ingo, but he knows Emmet's ways. Plus he'll be a bit angry being a Vulpix/Ninetales.

Vulpix. Ninetails are said to live for a long time, after all.
History:
His history is tied into Emmets. In fact, it's almost the same. Ingo was the Hero of Truth, the older brother of legends. He battled alongside Reshiram, and ended up destroying the first Unova with Emmet. You know, until it was rebuilt. He was given immortality by the powers that be, and he kept his Reshiram - the 'shiny' one.
Alongside Emmet, he watched the region - mostly because the two didn't feel they could leave. Eventually, in their hearts, they convinced themselves they couldn't leave.
And then, about eight months ago, his Emmet vanished. Ingo was in a panic, of course. Zekrom was restless, too. But Ingo couldn't let his panic overcome his mind. He just needed to find the truth. And so, he's been on his own journey, actually using Reshiram at night... just trying to find his little brother.
Personality:
Immortal creatures always have strange minds, and Ingo here is no exception. From the first time you see him, you'll notice he's a rather focused person. He never seems to smile, and he always seems to know what's right. However, below the surface, this is a lot different.
He is focused, yes. But he only doesn't smile because he can't, after years of being unhappy with Unova. Right now, he's rather happy with his life, as long as Emmet wasn't missing. He's not the cheerful one, though. He is a bit of a grump, and he's a serious man - judgemental, too. He's not one for fooling around, he wants to get things done in the most efficiant way.
Of course, being the hero of Reshiram, he seeks the truth in everything. He won't take a lie for an answer, and has learned how to see those quirks which show lies. He also finds it hard to lie himself - even a white lie.
His sense of 'justice' is very warped though - I mean, he shares a lot of it with Emmet now. He doesn't see what's wrong with killing, if that person has wronged the region. But at the same time, he doesn't wish to give up his life as a Subway Boss. He loves this life, and he loves his little brother. Even if he's bad at technology.
Also, he loves trains so fucking much, referencing them in his speech patterns.
Sample:
Ingos' tails twitched. His tails - which he lacked before. This was an odd situation - a man becoming a Pokemon.
Tch. At least he still had his hat, balanced nicely on his head. Standing up, he looked around. These were the streets of Nimbasa, even if there were a few more buildings around. But something felt wrong, more wrong then being a Vulpix.
He couldn't feel the power of Reshiram nearby. He lacked all his Pokemon, at that. But if Reshiram was gone-- somebody could have taken him. He was a rare Pokemon, after all. Many people called it a shiny, with those colours. Quite a few people claimed to have them. If his was taken, though, it would be bad.
But Nimbasa wasn't burning. Ingo had to find what was happening - his feet didn't feel too shaky anymore. Giving a bit of a frown - imagine, he could move his mouth freely again! - he rushed off, to investigate.
